I just got a call from my doctor who ran a bunch of blood test on me. He said that a normal progesterone level is 10.0, and mine was .06

Guess that would explain all the hot flashes.

It depends on what day of your cycle your progesterone was tested. 10 ng/ml is normal for the progesterone peak around day 20, the book I have says it can be between 10-25 ng/ml. But for the first half of your cycle (until ovulation) progesterone is typically less than .5 ng/ml.
